it's pretty good so far, but i haven't really done the main quest at all yet, i've just been going around discovering locations and the quests associated with those... but i like it a lot so far. one of my favorite things is the humor that they use. it's subtle, but ive actually busted out laughing a couple times.

and yet they released a game riddled with bugs instead of postponing the release date and making things work.

It's just like Fallout 3, bug & all. The glitches that happen in this are just like the ones that happened in 3. I've only completely froze playing it once so far, but it does get hitchy every so often.
