question about downloading torrents

so today i was searching different torrents and i saw an add on one of the sites that said its illegal(duhh) to download torrents but it also said that the police or FBI can tract ppl that download torrents and arest them. since am only 16 i dont really care lol but just to be safe do i need to set up a bouncing IP adress that is untraceable? and if so can someone please get me a link to a tutorial

1) use a priavte torrent site, like the rest of us
or
2) get peerguardian2 and some lists, which i also have

what exactly is a torrent? i thought it was just like the downloads for the cfw and what not someone correct me if im wrong i guess i misunderstood
