Well, my 16th b-day is friday, and I get my license :]

But here in IL, you need to take driver's school to get your permit.
Then you need to keep that for at least 6 months I think, and you need 50 hours of driving.
All of that to get your license on 16th b-day.

Oh, and here, the passenger has to be 21+ with a drivers license.
