I thought it was a legal gardian, or someone of the age of 18.

acctually you have to take driving school, to get a license at 16, not just a permit

No you don't? you only need to have a permit.
In arizona, you get a permit at 15 years & 6 months.
You can drive with anyone over 18 in the passengers seat.
to get your license you need to have your permit for at least 6 months from the time you got it, and be 16 years of age. :]
