You have to take an online course or order a book from a drivin school and there are some tests in the back of the book or end of the online course. Take the tests send it to the driving school. If you pass, go to the DMW (Department of Motor Vehicles) with the necessary paperwork and tell them you want to take the permit test.

If you or your friend are smart enough (doesn't seem like it), you will pass and recieve your permit.
