Link come on u gotta stop hacking with the shoot through walls. a lot of people r pissed includin me if u keep doin it. its fun to play with hacks but only in a hackin game. please dont use this weapon mod so u can hack in game

Well they were already answered but I'm bored.

1) Don't know what you mean by making guns, you can not create your own. But "modding" or modifying will allow you to change just about everything about your gun. So you can do that, yes...

2) You can pay the pro Twisted $2.00 USD to make anything you want, or you can ask one of the the people around here to make you one for free. For SFDM you're best to ask Scruffy to make you one. Send him a PM or post here or something =]
