I doubt it, there's 3 SOCOMs running, 3 syphons, 2 MGS:PO, and thats not counting the eu and jap versions of each game...

why u say set value acs to 3 then value decimal to 5? value acs is 4 dots, it puts .... and after i change the last digit to 3, it is still ....

Yes it's for nitepr, to change your hz, open nitePR and press R until you're at [prx] and look near the bottom.
