No, it works on vista and xp. I actually coded it on xp.
Oh, and there is a little bug with the impact/discharge effects. (i am fixing them now)

Make sure that you have .NET Framework 3.5 installed (usually through microsoft updates)

Ok, i just installed framework 3.5 on a separate machine with a fresh xp install. Still doesnt work. Strange because my main xp comp works. Do you have microsoft access installed?

Yes, it should work on XP because I CODED IT IN XP!!!! (everybody says the same thing lol)
And I beat sonnie to it because i started on it first. (And I know visual basic better than he knows C++ for now)
