I believe its pointless modding the CB. It would remain the same regardless.

I thnk your wrong... When WMD54 took that screenshot i was online - i could have deleted the spam and banned the member.

no, it wouldn't. more people moderating the cb, especially people who are on a lot would mean quicker removal of spam and spammers from the chat box
