NitePR help!!!

Hi.
I am trying to unlock all characters in syphon filter:combat ops
I have installed nitepr and put the cheat in the text file
the cheat appears in the menu
after i select the characters and turn the cheat on, nothing happens.

heres the cheat

#Every Character (mission mod)
;GaMeRrEmAg
;Put in value of your character
;Pimp is 28 Hooker is 29
;Count up from zero (0,1,2,3) and thats value of your character
;First Code is Team 1
;Second is Team 2
;Turn on AFTER you pick your characters =)

First off, in nitePR, go to the [PRX] menu and set cheat Hz to 15/1000
Also, follow the steps in the video that came with that code.

I changed it to 15/1000 and followed all the steps in the video. What am I doing wrong. also i am on 5.00m33-3 and am running nitepr rev k
